Criminal program specialist
The duties that the incumbent of the vacancy will be expected to perform. Duties Description Under the supervision of Criminal Justice Program Specialist 2, the Criminal Justice Program Specialist 1, will be responsible for reviewing and analyzing legislative and federal policy affecting the Disposition and NICS program areas and accompanying systems to provide the OCJR leadership team with recommendations that will assist the agency in meeting its mission of maintaining complete and accurate criminal history data. Job duties include, but are not limited to: • Document as is processes and gather business requirements to develop recommendations for more efficient, to be processes. Assist in the development of performance metrics for process monitoring.• Monitor and evaluate criminal history record information for deficiencies and determine the most suitable correction based on knowledge of the criminal justice process, criminal and juvenile procedural law and superior and family court decisions. • Work with the leadership of DCJS’ Office of Criminal Justice Records for in process and future National Criminal History Improvement Project (NCHIP) and National Association of Record Industry Professionals (NARIP) grant proposal efforts to improve criminal history record information.• Prepare and analyze the relationships and trends in data reported by OCJR applications to help advise supervisors of possible system defects and data quality improvements.• Effectively communicate with police departments, district attorneys, courts and the FBI to ensure the criminal history record is updated accurately. • Assist in the oversight and process improvement of disposition processing, The Exception Tracking System (ETS), The Wanted System, National Instant Criminal Background Check System (NICS) request processing, and Interstate Identification Index (III) reconciliation.• Work with DOCCS, OCA and the Governor’s Office to analyze and improve the process of transmitting, delivering, and maintaining Certificates of Relief, Certificates of Good Conduct and Pardons. • Manage business processes related to the transmission and quality of criminal history data.• Coordinate and modify policies and procedures of criminal just records and develop performance standards and projections to determine the impact of these modifications.• Develop training curriculum for new or revised processes as they pertain to criminal history processing, disposition processing, and FBI transaction processing for use both within DCJS and other local and State criminal justice agencies.• Perform the full range of administrative and supervisory responsibilities for lower-level staff.

Minimum Qualifications NON-COMPETITIVE MINIMUM QUALIFICATIONS: Criminal Justice Program Specialist 1, SG-18: You must have a bachelor's degree* in correctional studies, criminal justice, criminal science, criminology, forensic mental health, forensics, justice studies, law and society, law enforcement, legal studies, psychology, public justice, sociology, or a related field. Advanced placement to the trainee 2 or journey level may be possible depending on education and experience and subject to agency approval.*Your degree must have been awarded by a college or university accredited by a regional, national, or specialized agency recognized as an accrediting agency by the U.S. Department of Education/U.S. Secretary of Education. If your degree was awarded by an educational institution outside the United States or its territories, you must provide independent verification of equivalency. This information can be found at Candidates are responsible for the evaluation fee.NY HELPS: This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).For the duration of the NY HELPS Program, this title maybe filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At this time, agencies may recruit and hire employees by making temporary appointments. In May 2024, if a temporary NY HELPS employee is satisfactorily performing in the position, the appointment will be changed from temporary pending Civil Service Commission Action to permanent non-competitive and the official probationary period will begin.At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.COMPETITIVE MINIMUM QUALIFICATIONS: Criminal Justice Program Specialist 1, SG-18: Permanent service in this title or one year of permanent competitive or 55-b/c service in a title SG-16 or higher and otherwise eligible for transfer under Civil Service Law.Criminal Justice Program Specialist 1, NS: Reachable on the current eligible list; OR Permanent service in this title or one year of permanent competitive or 55b/c service in a title SG-11 or higher and otherwise eligible for transfer under Civil Service Law. You may be eligible for 70.4 transfer to the Trainee 1 level if you have served one year of permanent competitive or 55b/c service in a title allocated to SG-11 or higher, a bachelor’s degree or higher in correctional studies, criminal justice, criminal science, criminology, forensic mental health, forensics, justice studies, law and society, law enforcement, legal studies, psychology, public justice, sociology, or a related field AND a passing score on a current or previous PCO or PATT exam.Candidates eligible for 55b/c appointment with a bachelor’s degree or higher in one of the fields listed above are encouraged to apply.
