The Center for Population Health Data Science (CPHDS) aims to create a continuously learning public health system that harnesses data and technology to deliver responsive services, advance health for all, and drive equitable outcomes. CPHDS unites people, services, and technology to transform data into a trusted and shared resource that strengthens public health practice and maximizes impact. Accordingly, the Contract Manager will assume oversight responsibility for the negotiation of business promotion contracts related to the planning, implementation, coordination, and direction of financial and revenue generating services in support of CPHDS’ Five Priority Areas: Development Data for Equity & Social Justice; Data Infrastructure Modernization; Public Health Workforce Development; Advanced Epidemiology & Analytics; Strategy & Partnerships for Modernization.
Specific duties and responsibilities will include but not be limited to the following core functions:
- Plan, implement, coordinate, and oversee complex procurement and contract administration activities for the division, including the acquisition of goods, professional services, software, data, and operational resources necessary to support divisional and agency initiatives.
- Direct and manage multiple procurement methods and contracting processes, including micro-purchases, small purchases, competitive sealed bids, requests for proposals, negotiated acquisitions, sole source procurements, intergovernmental agreements, and formal contracts, ensuring compliance with applicable City, State, and agency requirements.
- Develop, review, negotiate, and manage solicitation and contract-related documents including scopes of work, evaluation criteria, contract amendments, budget modifications, memoranda of understanding, renewals, extensions, and vendor agreements to support operational and programmatic objectives.
- Coordinate and oversee the full lifecycle of procurement and contract administration activities, including procurement planning, submission routing, tracking, vendor engagement, approvals, implementation, monitoring, renewals, and closeout activities to ensure timely and compliant execution of divisional contracting actions.
- Serve as a senior procurement and contract administration advisor to divisional leadership, program managers, technical staff, and administrative teams regarding procurement strategy, contracting structures, operational risks, compliance requirements, vendor management, and administrative best practices.
- Coordinate and communicate directly with vendors, contractors, consultants, and external partners regarding procurement requirements, contract deliverables, timelines, invoicing, documentation deficiencies, compliance issues, and operational expectations to support successful contract performance and service delivery.
- Monitor contract expenditures, funding utilization, deliverables, and procurement-related activities in coordination with divisional fiscal staff to support operational planning, budget accountability, contract compliance, and effective resource management.
- Direct and oversee procurement and contract administration activities within PASSPort and related City systems, including oversight submissions, vendor responsibility documentation, amendments, renewals, approvals, and compliance tracking to ensure accurate and timely processing of all procurement actions.
- Evaluate vendor and contractor performance by monitoring deliverables, reviewing supporting documentation and invoices, identifying performance concerns, coordinating corrective actions when necessary, and maintaining complete audit-ready procurement and contract records.
- Coordinate with ACCO, General Counsel, Finance, Information Technology, and other agency stakeholders to resolve procurement and contracting issues, facilitate contract approvals, improve operational coordination, and support the efficient administration of divisional procurement activities.
- Provide managerial guidance and technical assistance to program and administrative staff regarding procurement planning, scope development, contract requirements, deliverables, procurement documentation, and applicable City and agency procedures governing procurement and contract administration activities.
- Develop, implement, and maintain procurement tracking systems, workflow monitoring tools, management reports, and operational dashboards that provide leadership with visibility into procurement activities, contract status, compliance requirements, and operational performance metrics.
- Analyze procurement operations, identify workflow inefficiencies, evaluate administrative processes, and implement operational improvements that strengthen internal controls, improve coordination, reduce delays, and increase the overall efficiency and effectiveness of divisional procurement and contract administration functions.
- Ensure procurement and contract administration activities remain compliant with applicable procurement regulations, audit standards, internal controls, funding requirements, and agency, City, State, and federal policies governing procurement and contracting operations.

Minimum Qualifications
1. A baccalaureate degree from an accredited college or university and five years of full-time paid experience acquired within the last fifteen years, of supervisory or administrative experience including handling of business promotion or urban economic problems, at least 2 years of which must have been in a managerial or executive capacity with primary focus on business promotion or urban economic planning; or
2. A satisfactory equivalent combination of education and experience. However all candidates must have 2 years of managerial or executive experience as described in "1" above.
Appropriate graduate study in an accredited college or university may be substituted for the general experience on a year-for-year basis. All candidates must have a four-year high school diploma or its equivalent approved by a State's Department of Education or a recognized accrediting organization.
