Program Manager, Carreras y Caminos / Careers and Pathways

Neighbors Link is expanding services for immigrants to pursue careers and meaningful employment regardless of their citizenship status. The bilingual Program Manager will start up “Carreras y Caminos / Careers and Pathways,” a new program area that will include a business center with flexible, shared workspaces; new workforce training programs; career guidance that honors credentials from a participant’s home country; support for entrepreneurship; and digital inclusion programming. The ideal candidate has an entrepreneurial spirit, builds a network of relationships, and solves problems to get things done. Candidates with experience in management, career guidance, workforce development, and/or digital inclusion are especially encouraged to apply. This full-time position will be onsite primarily at our Mount Kisco location, with some time spent in Ossining and Yonkers for programming. The Program Manager will supervise three or more staff members, and report to the Director of Workforce Development.

Responsibilities:

Program Development & Planning: Launch the program from the ground up, using community input to set tangible goals, design programming, and develop operational plans. Continuously evaluate programs and adjust plans as needed to maximize impact.

Team Management: Supervise a Program Coordinator, Career Counselor, Digital Inclusion Coordinator, and potentially additional staff as the program expands. Provide guidance, mentorship, and support to ensure team effectiveness and professional growth.

Facility & Resource Management: Maintain and equip a business center space with computers, printers, internet access, and flexible office areas for clients. Ensure a welcoming and functional environment that supports learning and client engagement.

Program Delivery: Oversee a robust schedule of digital inclusion classes and workforce training programs. Maximize attendance and completion rates while monitoring program quality and impact.

Data & Evaluation: Track program data using Neighbors Link’s customized Salesforce database. Identify success metrics beyond attendance and completion rates, and provide regular progress reports to stakeholders.

Partnership Development: Leverage existing community partnerships and cultivate new relationships to enhance programming. Collaborate with other departments to complement and coordinate services.

Client Support & Enrollment: Facilitate client enrollment in programs offered by external providers requiring specialized equipment. Develop peer cohorts to support success.

Qualifications:

● Bachelor’s degree required; Master’s degree preferred in a relevant field such education, public administration, equivalent in business, marketing or nonprofit management also considered

● Fluent English-Spanish bilingual is required; bicultural preferred

● Proven experience in program management, workforce development, career guidance, or digital inclusion.

● Strong leadership and team management skills.

● Excellent organizational, planning, and problem-solving abilities.

● Ability to track and analyze program data and report on impact.

● Commitment to equity, inclusion, and responsive community programming.

● Supervisory experience preferred

● Flexibility to work some weekends and/or evenings

● Passion for the Neighbors Link mission and vision

● Must be able to work in-person primarily at our Mount Kisco location, and sometimes in Ossining and Yonkers.
