Position Overview
We are seeking an Expert Systems Developer to support multiple application development projects for the New York State Office of Mental Health under the HBITS initiative. This role focuses on designing, developing, and implementing solutions using C#, .NET, MVC, PL/SQL, Crystal Reports, and modern web technologies. The selected candidate will work across the full software development life cycle, supporting enterprise applications, healthcare data processing, and reporting solutions. The position requires strong technical expertise, the ability to translate business requirements into technical solutions, and mentoring skills to support state and consultant programmers.


Responsibilities

• Execute full Software Development Life Cycle (SDLC) activities for new and existing applications.
• Design, develop, and deploy advanced reports using Crystal Reports and data warehouse sources.
• Develop applications with .NET Core, ASP.NET, C#, MVC, JavaScript, Ajax, HTML, and XML.
• Write and maintain Oracle PL/SQL code, including tables, stored procedures, triggers, indexes, and packages.
• Support data conversion and migration tasks as needed.
• Use GitLab/TFS for source code management, including version control and CI/CD processes.
• Translate business requirements into technical models in collaboration with analysts and technical teams.
• Diagnose and troubleshoot rules, calculations, and reporting issues.
• Mentor and assist other developers, providing guidance in debugging, security, and application deployment.
• Provide updates on project status and escalate unresolved issues when necessary.

Qualifications

• 7 years of experience with Microsoft Visual Studio to develop/maintain C#, ASP.NET, Web API applications.
• 7 years of experience building web applications with HTML, XML, JSON, AJAX, JavaScript, jQuery, Bootstrap, and CSS.
• 7 years of Oracle database experience, including PL/SQL coding and database design.
• 7 years of experience analyzing business requirements and building application logic accordingly.
• 6 years of experience developing applications with MVC 5 or later.
• 4 years of experience with Crystal Reports v10+, including invoking reports from .NET applications.
• 3 years of experience building applications compliant with Web Content Accessibility Guidelines (WCAG) 2.0.
• 3 years of experience with Team Foundation Server (TFS) and GitLab, including CI/CD.
• 2 years of experience developing and maintaining applications containing HIPAA PHI healthcare data.
