Duties Description The Community Correction Representative 2 (CCR 2) will be assigned to the Juvenile Probation Operations Unit within OPCA. Under the supervision of the Community Correction Representative 3 (CCR 3), the CCR 2 will perform a quality assurance role and will monitor compliance with regulations and performance related to juvenile/youth justice within New York's 58 probation departments.Duties will include, but are not limited to:- Coordinating and facilitating juvenile/youth justice system analysis' with probation departments, local juvenile/youth justice stakeholders and NYS partners regarding probation practice.- Providing technical assistance to probation departments regarding juvenile/youth justice matters, adherence to evidence-based probation practices, as well as applicable laws, regulation and local policies. - Providing ongoing monitoring, review, and technical assistance for Raise the Age (RTA) law, including funding allocations and outcomes.- Coordinate with probation and DCJS offices on the use of the state-wide probation case management system (CMS) including functionality and monitoring data integrity and completeness.- Providing training to probation professionals throughout New York State in regard to juvenile /youth justice matters and evidenced-based probation practice. - Conducting critical incident reviews of probation matters involving youth up to the age of 18, and/or as assigned.

Minimum Qualifications NON-COMPETITIVE MINIMUM QUALIFICATIONS:Seven years of experience at the federal. State, or local level in a criminal justice or juvenile justice agency or a human services agency, which involved providing services to a criminal justice or juvenile justice population.An associate degree may substitute for two years of experience; a bachelor's degree may substitute for four years of experience; a master's degree may substitute for five years of experience; and a doctorate may substitute for six years of experience. Examples of non-qualifying experience include: teachers; direct care aides or supervising direct care aides in the direct care of inmates/residents; correction officers, youth detention officers, or supervising correction officers or youth detention officers; and non-professional staff or supervising non-professional staff in a qualifying setting. Your degree must have been awarded by a college or university accredited by a regional, national, or specialized agency recognized as an accrediting agency by the U.S. Department of Education/U.S. Secretary of Education. If your degree was awarded by an educational institution outside the United States or its territories, you must provide independent verification of equivalency. This information can be found at Candidates are responsible for the evaluation fee.NY HELPS: This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.COMPETITIVE MINIMUM QUALIFICATIONS:Permanent service in this title, or one year of permanent competitive or 55b/c service in a title SG-21 or higher and otherwise eligible for transfer under Civil Service Law, or a reachable score on the Civil Service eligible list for this title. PROVISIONAL MINIMUM QUALIFICATIONS: One year of permanent or contingent-permanent service in the Community Correction Representative 1, SG-18 title. 52.7 NON-COMPETITIVE PROMOTION (NCP) QUALIFICATIONS:To be eligible for NCP, candidates must be in the Division of Criminal Justice Services promotion field and have one year or more of permanent, contingent-permanent or 55 b/c service in Community Correction Representative 1, SG-18 title. If 3 or fewer candidates in the qualifying title respond to this posting, Civil Service may approve the permanent appointment of one of the qualified candidates to the Community Corrections Representative 2 position without further examination.
